Solid Wood Packing Materials to Argentina

As per Argentine Resolution 19/2002 issued by the Agroalimentary Health and Quality National Service (SENASA), effective January 21, 2002, wood used in the packing, support, and accommodation of all types of goods into Argentina must comply with the following specifications:

  1. Wood packing should be free of bark, insects, and signs of damage produced by insects.
  2. A sworn exporter declaration attesting to the above condition must be attached to Customs Import Clearance documents. Declaration must be made for “all” wood packing material, both solid and manufactured wood.

The purpose of this new process is to prevent the introduction and/or dispersion of pests that attack wood used in the packing, support and accommodation of goods imported. Relevant pests of phytosanitary concern to Argentina are: Anoplophora glagripennis, Monochamus, Ips, Dendroctonus, Heterobostrychus, and Synoxilon, which can cause damages to the environment, production, and economy of the country.

Once the cargo shipment has arrived in Argentina, wood packing materials will be inspected by SENASA and if bark, live insects, or damage cause by insects are found, a certificate of intervention will be issued. The merchandise will be held by Argentine Customs until the importer has subjected the affected wood to all the phytosanitary measures required by SENASA, which may take up to 5 days.

Bs. As, 4/1/2002 Pursuant to file No 5863/99 from the SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA registry, law No 4084 of imports of plants, and considering:

That through the above mentioned file, the adoption of phytosanitary measures for the entrance of wood packaging and support material is requested.

That it is necessary to adapt the international trade regulations for materials that can introduce exotic forestry plagues, impacting the environment and economy of the country causing severe production damages.

That wood packaging and support material present a phytosanitary risk for the forestry production of the country, being an effective means of introduction and spreading of exotic forestry plagues.

That in the region, the MERCADO COMUN DEL SUR (MERCOSUR) and the Comité de Sanidad Vegetal del Cono Sur (COSAVE), recommend to member states the adoption of phytosanitary measures that mitigate the risk of forestry plague introduction through wood packaging and support material.

That it is necessary to implement a Phytosanitary Inspection System on wood packaging and support material regardless the nature of the product they transport.

That from test results in the records for forestry plagues interceptions in countries such as NEW ZELAND and the REPUBLIC OF CHILE, proof of high risk of pest introduction through these materials is clear. Among the pest genera intercepted by these countries are Monochamus, Ips, Dendroctonus, Heterobostrychus, Synoxilon, all of which are absent in the REPUBLIC OF ARGENTINA.

That the introduction in the UNITED STATES OF AMERICA of the beetle (Anoplophora glabripennis) in wood packaging and support material form the POPULAR REPUBILC OF CHINA in 1996, caused serious damages to the forestry and commercialization of forestry products in that country.

ANNEX I

Woods for accommodation, stowage wood, plug, wedge and crossbar: wood mobile pieces of different sizes destined to maintain, separate and/or tighten merchandise in a place or transportation mean.

Box and case: sawed wood or board recipients, of different sizes and shapes, its parts should be tightened strong enough to build a rigid structure, in order to protect, transport or hold merchandise.

Cable reel or spool: cylindrical wood structure built with wheels on its ends, these made out of the same material, destined to transport cables and wire.

Pallet or platform: horizontal structure with a minimum height compatible with its manipulation with a frontal charger, utilized as support to join, hold and/or transport merchandise in the shape of a single load.

Bins: uncovered wood quadrangular structure manageable with a frontal charger, destined to transport fruit horticultural products.

Container: rectangular structure with normalized dimensions, designed to transport single loads, engines, bulks, etc., which is rapidly transferable among different transportation means.
